高等教育国际论坛年会是中国高等教育学会重点建设品牌项目，自2001年举办以来已成功举办25届。历届论坛年会始终秉持服务高等教育改革发展、服务政府部门宏观决策、服务高等学校办学实践、服务高等教育理论探索的理念，围绕高等教育改革发展重大理论与实践问题组织学术研讨，吸引了来自美国、俄罗斯、英国、法国、德国等50多个国家和联合国教科文组织、世界银行、OECD等国际组织的数千名国内外专家学者参会。
当今世界，新一轮科技革命和产业变革加速演进，正深刻重塑全球高等教育的育人目标、培养模式和实践路径，高等教育亟需准确识变、科学应变、主动求变。联合国教科文组织《高等教育变革的全球合作愿景与行动》指出，高等教育在规模扩张的同时，正面临技术变革、地缘政治、人口结构变化等多重挑战，呼吁推动系统性变革，助力高等教育坚守公共使命；经济合作与发展组织《科学、技术与创新展望2025》则指出，科学发现与技术创新依赖于知识、人才、资源的全球互联互通，国际社会亟需在开放合作与战略安全之间寻求新的平衡。

I. Background
The International Forum on Higher Education (IFHE) is a flagship conference of the China Association of Higher Education. Since its inception in 2001, the forum has been successfully held for 25 sessions. IFHE has consistently adhered to the principles of serving higher education reform and development, supporting government macro-level decision-making, assisting university operational practices, and advancing theoretical exploration in higher education. Focusing on critical theoretical and practical issues in higher education reform, the forum has organized academic discussions, attracting over ten thousand scholars and experts from more than 50 countries, including the United States, Russia, the United Kingdom, France, Germany, as well as international organizations such as UNESCO, the World Bank, and the OECD.
Today’s world is experiencing a rapid wave of technological and industrial change. This transformation is profoundly reshaping the goals, models, and pathways of global higher education. In this evolving landscape, higher education must accurately identify, adapt to, and proactively lead these changes. According to UNESCO’s Transforming Higher Education:Global Collaboration on Visioning and Action, while the sector continues to grow, it faces complex challenges such as technological disruption, geopolitical shifts, and demographic changes. It calls for systemic transformation to ensure that higher education remains steadfast in its public mission. Similarly, the OECD Science, Technology and Innovation Outlook 2025 emphasizes that scientific discovery and innovation depend on the global connectivity of knowledge, talent, and resources. Therefore, the international community must find a new balance between open collaboration and strategic security.
